Constitution.

Article 1. Name of Association.

The name of Association will be “British Muslim Mayors’ Association”. It’s abbreviation BMMA, will be used in this constitution.

Article 2. Aims and Objectives of Association

BMMA will be a non-profit organization with charitable aims and will promote democratic values by working together to develop tolerance, acceptance & understanding for Peace & Harmony among communities.

Clause I Short Term Aims.

A. BMMA will widely publicize it’s formation and communicate to all past and present Mayors / Chairs / Civic Ambassadors and Speakers in Britain for it’s membership.

N.B. Recently some Boroughs have started electing directly Executive Mayors for a term four (4) years, such authorities has adopted various titles for their First Citizen Civic Mayors, such as Chair, Civic Ambassador and Speaker etc. )

B. BMMA will encourage and promote social, cultural, charitable, civic and democratic activities of Muslim community of Great Britain through active citizenship Agenda.

Clause II. Long Term Objectives.

A. BMMA will always endeavor to crystallise the democratic and civic vision of British Muslims and encourage to maximise their participating potentials to bring a positive, progressive and forward looking leadership in local Muslim communities in various cities, towns, boroughs and districts in Britain.

B. BMMA will help local British Muslim organisations to translate their vision int missions and ambitions into action by supporting their leadership.

Article 3. Membership of Association

A. BMMA’s membership will be open to all past, present and future British Muslim First Citizens, irrespective of their political party affiliations and who had been elected as Mayors, Chairs, Civic Ambassadors and Speakers in any city, local or district Authority in Britain.

B. BMMA’s membership will be a life membership.

C. BMMA’s membership will be one off subscription membership and will be determined from time to time.

Article 4. Governance

Clause I General

A. BMMA’s founding members will be first executive members of Association.
B. BMMA’s executive members will be elected for a term of five years every five years.

Clause II Executive
BMMA’s executive members will be it’s Executive and will be responsible for all the decisions.

Section a. Composition

BMMA’s Executive will comprise of initially of Chair and Secretary General but will be extended to a maximum of Seven members with other designations and responsibilities, when membership grows.

Section b. Elections

a, BMMA’s membership will elect seven member for it’s Executive every three year.
b, BMMA’S seven elected executive members will choose office bearers among themselves.

Clause III Powers

a, BMMA’s executive will have democratic powers by majority vote to accept or reject any proposal for the promotion of it’s aims and objective.
b, BMMA’s executive (all the members) will be legally responsible for it’s decisions.
c, BMMA’s executive will keep proper records of all the proceedings of its meeting.
d, BMMA’s executive will get the approval to appoint it’s auditor annually in AGM.
Article 5. Meetings

Clause I General

a, All meetings including AGM will be called by Secretary General.
b, All meetings including AGM will be chaired by chair. In his absence, vice chair or any executive member could chair the called meeting.
c, Meeting could be called upon the request of its members as and when requested.

Clause II AGM

It will be held once a year in the second / third quarter of the year after the
month of May after the installation of Mayors, Chairs, Civic Ambassadors and Speakers in cities, local or district Authorities in Britain.

Clause III Ordinary Meeting


Ordinary meetings could be held every three / six months to consider an agenda circulated previously and the progress of Association.

Clause IV Extra-ordinary Meetings (EOM)


EOMs can and will be called by chair upon the request of three or more Executive members or by ten ordinary members to consider and extra-ordinary one item agenda only.

Article 6. Finances


A. The subscriptions, membership fees and collected donations will be deposited in the bank approved by BMMA’s executive.
B. Any two officers including finance secretary will be the signatory of the cheques.
C. Treasurer will be responsible for the financial records of Association.

Article 7. Amendments.


A. BMMA’s will remain a living and working document and can be amended only in AGM by two-third (2/3) majority votes
B. The proposal for amendment could be proposed by any member of BMMA to either chair or secretary General or any executive member and must be approved by Executive to bring the amendment as an Agenda item in AGM.
C. Any amendment, which will destroy the Ethos and spirit of Article 2 & procedure and power of Article 8, could not be proposed.

A. BMMA’s Executive after reaching a unanimous decision to dissolve BMMA, will call an EOM to consider the dissolution of BMMA.

B. Once the vote of dissolution is passed, BMMA will be considered dissolved, and its finances will be transferred to a leading British Muslim charity or to any other similar Mayors’ Association agreed by BMMA’s executive before calling EOM for dissolution and should be announced in EOM.
C. If EOM does not pass the motion and instead vote against the dissolution, this will be considered a vote of no-confidence against BMMA’s executive and all of them must stand down and none of them will be eligible for re-election.
D. A caretaker convener will be elected in the meeting to steer BMMA through by arranging election in the same meeting or calling an Extra-Ordinary Meeting for elections only.
E. All executive members bringing a dissolution motion and failed will be disqualified for all future elections in BMMA, however they can remain members of BMMA if they want to.
